403 Forbidden code on home computer

I tried from 2 different Chrome accounts and cleared 4 weeks of browser/cookie data (Google suggested that) as problem started a week ago.

I'm posting from work computer. I may bring it home and ask my wife for the WiFi password. Not sure they'll let me keep it over the summer break. But I missed out on giant hail storms in North Texas this week.

Separate from Pay Pal question.
I am curious if PayPal working again, I spend too much time here not to donate.
