If temperatures get very hot(45% chance that will happen) over water, can a hypercane possibly form?

Temperatures of what? The air? Air temperature over the water is typically just about the same as that of the surface of the water. There is very little diurnal fluctuation of air temperature at sea.

Re: Hurricane Intensities
You won't get hot air temperature over the open ocean - it's impossible. And even if you could get either hot air temperatures or hot SSTs, other factors such as wind shear could limit development potential.
