... why is then that depressions in the EPAC are for example classified as "16-E" while in the Atlantic the corresponding "L" is not used?

I hope someone has the answer.

Hard to say why but it's important to note that NHC didn't start covering EPAC until the late 1960's or early 1970's. I suspect though that it's just a matter of habit dating back many years.

NHC only took over in 1989 after the EPHC in San Francisco closed.
