Are the FEMA trailers arriving to those who need them?

Are the FEMA trailers arriving to those who need them?

Everyday on my way to school/work I drive down HWY 32. When I arrive to an area consider Summerdale, AL I see thousands of white FEMA trailers. Every now and then I might see one or two leaving but it seems like the trailers are sitting there. Why aren't these trailers being taken out to those who need to live in? And second why would they put them in area that could be affected by a hurricane in the 2006 Hurricane season?
