Possible Reason for Levee Failure AFTER Katrina

just seen a pic on Fox on the levee that broke on Canel St. It showed a bubbling upwelling along the line of where the levee had collapsed. Could this be a reason why the levee broke in the first place.

just realised that the air bubbling is from the sandbags they are now dropping into the breach!. Sorry.
