They have to seal the break so they can pump into the canal and not have it run right back into the city.
The mississippi levee isn't holding any of the water in, because there's a natural rise around the river, the part of the city near the Miss is the highest ground. That's why south of St. Charles Ave uptown may not have ever flooded.
Blow the levee's..
