Well the NWS out New Orleans thinks the possibility is there.

417 AM CDT MON AUG 21 2006
BEYOND TODAY...THE FRONTAL BOUNDARY SLOWLY DRIFTS SOUTHWARD...
PERHAPS COERCED BY CONVECTION THROUGH WEDNESDAY BEFORE WASHING
OUT. THE EASTERLY WAVE SHOULD CONTINUE PASSING TO THE SOUTH OF THE
COAST WITH DECENT SEA-BREEZE REGIME FOR EACH DAY THROUGH THE
WEEKEND. TUTT AXIS STILL EXTENDS FROM NEAR VERACRUZ MEXICO TO JUST
NORTH OF THE YUCATAN PENINSULA TO THE FLORIDA ATLANTIC
COAST...MAINTAINING UPPER SHEAR AND INHIBITING TROPICAL
DEVELOPMENT OF THE NEXT SEVERAL DAYS ACROSS THE GULF OF MEXICO.
SHEAR ALSO REMAINS HIGH ACROSS THE CARIBBEAN SEA. THE GULF MAY
JUST BE ABLE TO GET OUT OF AUGUST WITHOUT ANY TROPICAL CYCLONE
DEVELOPMENT. BUT THEN THERE IS SEPTEMBER YET TO GO.
No Tropical storms may develop in the GOM in August.
