Time Changes and Zulu Time

Anybody knows how this works? Will there be two 10Z's tonight or does it go into effect at 0Z?

Daylight Savings Time only affects local time, not UTC. For example: 4:00 pm EST = 5:00 pm EDT = 2100 UTC.

If you look at the coundown thread I haved pointed out the Daylight Savings time change is for the U.S not for Zulu or UTC.
