After the formation of Bill how the MJO is in the atlantic?

The MJO or (Madden Julian Occillation) is a factor that determines how the tropics will be in certain phases of the season.I heard some people saying that the MJO would be negative by mid to late july and by then we would see after the april ana a burst of developments in the atlantic basin.

Is the formation of Bill a sign that the MJO factor negative that favors development has arrived more early than expected?

i hope it is not negative in july through early august. that means it will inhibit development in the heart of the season.
