Yes... you need to look at shear and other images. SST's are definitely more than capable of handling a tropical system. Everything else just has to come together.

High Resolution SST Maps Here
When considering potential for TS development, we generally look for SSTs of 27C (80F) or greater. With that in mind....
Here's a higher resolution SST map of the Gulf/Caribbean, and it has a Fahrenheit scale on the side:
