lol, I find it easier looking at the raw data.

1733. 1429N 06805W 00306 5029 198 015 226 226 016 00281 0000000000
Time...Lat....Long.....Pressure Height..Absolute D-Value...Wind Dir.. 30 second wind speed....Air Temp...Dew Point...Max 10 second wind....Radar Alt.....0 means data is not suspect

I'm not sure of the wind conversion they use from 300m though.

Edit - Ah dropsondes, slightly different there. The one you posted had a pressure reading of 1019hPa by the looks of it

That is correct.

Remember, whenever they are flying weak systems (near 1500ft.) you generally use 70%. It is 80% for 850mb and 90% for 700mb.

is that 300 Meters?

I would think the reduction would be less than 90% then

Looks like it to me. Usually they fly at 500m in these systems though.

Aparently that are making two passes before the vortex message.Right now they crossed once again the center looking for west winds. If they dont find those this could be downgraded but if the vortex comes it means that they found a closed circulation.

They are taking their time to have a vortex message and that says to me they are have a hard time to close a circulation.Let's see what happens in the next few minutes.
