The typhoon packed winds up to 63 mph when it hit Vietnam, but died down after it swept into Laos and Thailand.

Vietnamese officials reported that the storm damaged nearly 10,000 homes and smashed through 275 yards of sea dikes along the northern coast. More than 148,000 acres of rice fields and shrimp farms were inundated with salt water when the dikes were breached.

Damage to infrastructure and homes is estimated at $88 million, relief officials said
At leat 60 are listed as dead or missing.

Yes, their definition of a house differs VERY much from ours. They are also generally constructed of materials that are very easy to replace and can be obtained from nearby trees. Also, their definition of 63mph winds
also differs from ours since they use a 10 minute average and in general they don't report gusts.

Right... keep in mind that 63 mph (10-min average) is what American's (when using 1-min average) consider as 70-75 mph. Also, as Steve mention, gusts aren't typically included so Damrey could have thrown gusts as 80-90 mph -- maybe higher at elevation.
