I don't believe that is a very favorable area for tropical development. Shear is too high. Don't see anything here, at least not in the next 36 hours IMO.

It seemed like an innocent question to me... in fact, I have paid attention to it since last night, not necessarily thinking it would develop but just to see what was going on there.

Well at least it has gained convection and there is a weak surface low there at 1018 mbs as the 2 PM discussion said but still there is mid to upper reflection not completly down but I am watching it here with the forecast team.

Will the trough to the west of it have any impact or inhibit its development?

What it will do is to kick it to the north first and then northeast and IF and is a BIG IF at this point if this goes to the surface and develops shear from the trough will tear it apart but again if it is going to be pure tropical it has to be a warm core system with a surface low without any upper low around and that takes time to go from upper low to a true surface low.

This thing is sooooo dead meat. As Cyc said, even though there is a weak surface low, most of the low's energy is contained in the upper levels. To have a true TC, you need an anticyclone in the upper atmosphere, not an extended low. Even if the surface low was to become dominant, time certainly wouldn't allow for any strengthening; in about 36 hours this will become absorbed by the advancing cold front to the west. Any remaining upper level spin will become a part of the tropical upper tropospheric trough.
