The question arises because of what will be arriving behind Cindy in the next few days.
I think that not too much it will cool down as it is nor aa strong hurricane and it is moving fairly fast.
Will upwelling from Cindy cool waters in NGOM?

Exactly!! MAybe a little right at the coast, but that should recover quickly unless there is tons of floodwaters coming out of the rivers in this area from the rains. Then the coastal(very close to shore)waters could stay a little cooler but would easily sustain any activity.

Don't we only really see upwelling and cooling where a storm A. sits around for a while and B. is in an area with fairly deep water? Cindy is rather weak to sap enough energy or cause upwelling, is moving at a good clip, and correct me if I'm wrong but not really in waters that would be deep enough for major upwelling.
