Newbie Question - How are the 1-E and 91-L Names Derived?

This question is incredibly newbieish. How do they come up with the names for tropical systems as they develop? I see there's a 1-E and a 91-L out there right now. What is the naming convbention for these things?

I understand the names once they turn into Tropical Storms.

Td1 E = first Tropical Depresion of the season (E is for east pacific)

Invests for the Atlatic go from 90L - 99L (after 99L it goes back to 90L and then all over again)

The 90 number means it is an invest. It is an area that has potential to develop, and guidance models issues forecasts on the area. the 1, 2, 3, indicate what number the storm is. The first storm is 1, the second is 2, etc. The L, E, etc. is where the storm is.
L= Atlantic
E= East Pacific
C= Central Pacific
W= West Pacific
A= Arabian Sea
B= Bay of Bengal
S= South Indian Ocean
P= South Pacific Ocean
F= Fiji Region
Unofficial ones include
T= South Atlantic Ocean
M= Meditterean Sea

There is no such thing as a "newbie" question gtalum. If you don't know something, ask! Someone here will know. Just because you think its a stupid question does not mean it is. There may be others on here afraid to ask...
