http://www.estuarylive.org/hurricane_facts.htm

The strongest hurricane to hit the North Carolina and South Carolina border was Hurricane Hazel. It made landfall on October 15, 1954, with winds reaching 150 mph and a storm surge of 10-20 feet. North Carolina had not seen such a massive storm like Hazel, but we have seen strong category 3 storms in 1996 and 1998, which were Fran and Bonnie, respectively

Though that link says the 1938 storm had the lowest pressure ever to strike NC but if you look at the map, it almost looks like an offshore hurricane. The 1938 storm ravaged New England.

This site ranks GA-NC storms by pressure.

So even though I can't find a definitive answer for ya', here's some data you can look at FWIW.

Steve, thanks for the links ... Some of the Pictures from Hugo, especially the Atlantic House, before and after, brought back some memories, as I've been there before 1989 enjoying the superb food served there.
