David those same words I say in my thread about neutral to la nina so for me nothing new but what it says is that all must be prepared for the worst and hope for the best and if a threat comes to the texas coast please evacuate with time and not at the last moment.
That articule concides from what I and other experts including Dr Gray and here in storm2k haved said about more activity in the atlantic basin due to neutral to la nina conditions.
