(not sure how long the link will work (normally a pay site, and this one was free for now) so here's the meat of the article

"Okaloosa emergency officials and Superintendent of Schools Don Gaetz were coordinating a voluntary evacuation notice with the opening of shelters at Davidson Middle School in Crestview and Baker School sometime Tuesday.
The evacuation notice will be aimed at residents who live south of U.S. Highway 98 and on Okaloosa Island, and those who live in mobile homes.
The two shelters have space for a total of about 1,500 people. Davidson will have 65 spaces reserved for people who need special attention during the storm.
The county later this afternoon is expected to announce the time the voluntary evacuation will take effect and when the shelters will open. School closures are also expected to be announced.
Tolls will remain in effect on the Mid-Bay Bridge for the time being, said Jim Vest, the Mid-Bay Bridge Authority’s executive director. A decision on whether to suspend the tolls could come when the voluntary evacuation is announced, he said.
In Walton County, emergency officials have called for voluntary evacuations starting Tuesday morning for low-lying areas in South Walton and Freeport.
Current plans are to close the U.S. 331 bridge at 1 p.m. on Wednesday.
Freeport High School is expected to open as a shelter sometime Tuesday. "
