A formation alert has been issued for a disturbance located 250 SSE of Pohnpei. The satellite imagery shows some development of banding and circulation features. Because of the low latitude of the disturbance (2.9N), much of the impetus for initial spinup is going to have to be derived from cyclonic horizontal shear since Plantetary Vorticity is close to nil this close to the Equator.

formed at 1.5N and the post storm studies indicate that indeed horizontal shear-specifically that associated with the NE monsoon north of the system provided the spinup needed to get the storm started.
