Other posts also mentioned these North Carolina tornado deaths at the time they happened. However, I can not see any reference to these deaths in the NOAA tornado death and storm reports.

Storm Report Data for Past Days

Did NOAA recognise this event and why are they not counting the deaths as they normally do?

These reports can be delayed. Never fully trust the reports on the SPC - there are a huge number of factors that play into how/why these reports are made, including time of day, population, emergency management, etc..... A lot of times the deaths aren't reported on the initial tornado report from the NWS which goes straight to the SPC. I'm not sure how the SPC updates them (they do, but not perfectly) but I've often read of deaths/injuries and can't find the reports on the SPC's site. Maybe that's why NOAA doesn't have them. I imagine it will be up when they complete the August report.
