Eh, people act like NHC is the only place on earth that can forecast weather.
Frankly, they likely wouldn't know what a named storm IS, and not like they'd only pay attention if it was named.
Brazil, especially Southern Brazil, is fairly sophisticated place, and they have actual meteorologists and TV news and all that other stuff there. And that's all people are used to paying attention to. They likely may not even know what NHC is (because they've never had to care before.)
Whatever info they will get will be from their local mets, and I'm sure they can provide them whatever info they need.
I realize people like to create panicky situations, but this is still actually pretty far offshore, moving slowly, and it's overwhelmingly likely it will never make landfall.
I actually wouldn't be surprised if it was sheared apart by tomorrow at this time.

Well, they don't name storms in the North Indian ocean, and a 1991 storm killed over 300,000 people. I don't think it would have made any difference if they named it.
The main reason storms are named is to prevent confusion when tracking multiple systems. Since this is unique, a name would be pointless.
