That is a waterspout that was seen at Humacao at eastern PR.

Yes but when it touch land it will be a tornado...Not as strong as the ones over the US but with strong winds...for you to have an idea, the waterspouts and tornadoes over PR are not so strong and could be clasified as F-0 or near F-1 in the fujita scale...

we can see wtaer spouts here too but they never make it to land. does PR get many water spouts that actually make it to land?
