What's the Deal with the HPC?

Anyone know why the HPC did the 11AM and 5PM packages for Kate? Is there some off-site meeting for the TPC, downsizing, or communication failure? Are they transitioning responsibilities?

Very strange indeed. Maybe there is something internal fighting going on, LOL!!!! NHC staff might have all taken a sick day.

Why I'm Puzzled

Here's why I'm super puzzled.

At the storm spotter meeting a few months ago Jim Lushine, the Watch/Warning coordinator from the MFL office said that as of 9/30/03 responsibilities for issuing Torndado watches would shift from the SPC to the local offices. Yet...I've seen nothing from any official source on that.

Now...all of a sudden Tropical forecasts are getting written from the HPC on the same date that this other change is scheduled.

Finally...recently...stuff is starting to come in under this header which I can also find nothing about:

This could all be a coincidence and thay're running on some backup test or something...but this all smells weird to me.

MW the 5:30 outlook was made by the TPC folks not by HPC so they returned to normal. :)

I emailed Todd Spindler at NHC; he was kind enough to email me back and tell me it was a "contingency test"
