AT least we could find how strong the winds are so if there is no LLC, when it forms we know what to expect.

They found a SFMR sfc wind of 46 kts, but it could be associated with a squall.

It was heavily raining at that time: 21 mm/hr (~ 0.83 in/hr)

Is the recon data in a new format...?

It used to be different.

I think that is flight level winds of 25 with surface winds of 27.

2007 HDOBs are in a different format to 2006, please make sure you're reading everything right.
