No....Katrina was not close to the worse case scenario. The direct impact of the storm surge did not over top the levees. The westbank did not get the massive storm surge coming in from the southern marshes. When the worst case scenario does happen, ALL of southeast Louisiana will be under water, not just 80% of New Orleans.
