I've read that the city will be shut down - and emptied - if there is any chance (even the slightest one) that a hurricane of any strength will hit the New Orleans area. No shelters will be provided. That means evacuating for tropical storms or even tropical depressions or unnamed tropical waves.

What I do not understand is that Feema and Red Cross shut down all of our shelters south of Interstate 10 here in SW Louisiana because of the potential dangers of a CAT 3 or higher yet they would allow shelters in a city below sea level??? We bused and flew people out of here due to the threat and in the end were very thankful we did although the long-distance shelter made it difficult. Is there some sort of double-standards in federally regulated shelters now? We are at least above sea level and 15 miles from the gulf.

That is a good question and very good points.
