Sometimes I don't understand the NHC. 97E is up, 10% and no change is expected on the unfavorable conditions.

12z Nogaps develops it and takes it NW through the Windward Islands up to just east of Puerto Rico

An alternative was given, but this link is fine. Broswers and US military security certificates don't get along for some reason. If you really wanted to, you could make a security exception for this site. However, there are plenty of alternatives that won't have this issue.
