wind/pressure relationship

while i am not very familiar with the pacific basin, just a quick glance at a few prelimims suggested that a different wind/pressure relationship exists in TC in that basin as compared to the atlantic. it appears that any given windspeed is associated with a lower pressure in the pacific than in our neighborhood. is this true and, if so, why?........thanks, rich

In the tropical Pacific, average sea level barometric pressures are lower than in the Atlantic Basin.

Thats why a 960 mb tropical cyclone in the tropical Atlantic normally corresponds to a 100 kt cat-3....but only a 85-90 kt typhoon in the WPAC.
