Failing at 139KT, IMO, is acceptable since those events are very rare indeed (first time it has happened in the USA -- a gust that high from a hurricane -- since Iniki in 1992).
However, the failing from 115KT gusts DOES need to be addressed 25 years ago as these types of events are much more common

Derek, I was refering to the fact that the "official ob sites" are tending to fail before they get the full fury.
