What will 99L do?

Become Subtropical Storm Otto and eventually become tropical.

Will 99L become Otto or will it fall short?

99L has seperated from it's parent baroclinic system. Although satellite estimates have shown a weakening trend and the estimated central pressure has risen slightly, what are your thoughts on this becoming STS Otto?

I have a feeling it won't develop. I would love if it became Otto, but I don't think that's going to happen.
