Why only Charley will be retired this year

They retire names to avoid confusion when talking about historical hurricanes. I think all 4 names will be retired.

All four will be retired, IMO.
As for whether Jeanne or Ivan was stronger at landfall, I don't think it matters to the residents of the barrier islands that no longer have homes.
I heard that Pensacola Beach residents are now being allowed access only on Sundays from 8am-5pm for the foreseeable future, which could be as long as 6 months. They are not allowed to drive to thier homes and are not allowed to take any belongings they cannot carry on the buses. It is not a pretty picture and is will be a dangerous environment while the attempt to get basic services of water, sewer, and electricity going.

Nevertheless, there is no doubt in my mind that Ivan was the second most intense at landfall....possibly second most destructive as I don't believe there has yet been an accurate account of damage in Gulf Breeze (Soundside, Santa Rosa Shores, Bay Street, Villa Venyce, Soundview Trail, Deerpoint, and Peake's Point), Pensacola Beach, Perdido Key, and Grand Lagoon. All of these areas have had severe to catastrophic devastation and have not yet had monetary damages accurately noted.
