What is a 'fish'

I've seen the term 'fish' used to describe some storms. What does that mean?

A storm that stays out in the open waters harming nobody.. except maybe mariners in the storms' way

Thanks. That was my assumption. But I was wrong about the definition of a hurricane 'bombing' :)
