Forward Speed

I'd like some input on the forward speed of Frances. Is this slow movement going to continue or at some point will it increase in speed? I'm concerned about the flooding potential from Frances.

Tampa has had so much rain in the past few days, we don't need this coming anywhere near us. We had 4 inch an hour rain last week and the water is still in people's business's and homes. They need to redo the drainage systems, but its going to take billions of dollars.
