The latest july update just released says NEUTRAL once again as no changes are seen in the equatorial pacific so no el nino thru this 2004 season.Other factors are to blame for the Atlantic Basin to be quiet.
Dont blame ENSO for quiet atlantic so far=Continues NEUTRAL
