not really
I think its just a tease because its associated with the frontal trough and it will probably lose convection overnight, but we can only hope.

Not the good ole warm bath water that we will be seeing in Gulf and BOC later, but not too cool either. 80 is the threshold approx., correct?

Yes, it is said that water temperature at and above 80° ripe for tropical development, however I have heard and witnessed SST's of 78° and 79° where a potential area of development has been and they do indeed develop before moving into cooler (less likely to not likely) or warmer (more likely for development).
