I was reading the book "Hurricane Watch" by Dr. Bob Sheets (former director of the NHC) about "forecasting the deadliest storms on earth" and i came across this:
"Since small Caribbean nations cant afford to establish hurricane centers staffed by full time specialists, they usually rely on the advice of the US Hurricane Center for watches and warnings. At times, an island's meteorological service has wanted to post a warning, but higher officials wouldnt allow it, or were slow to okay the warning. Language is also a problem sometimes, with mereorologists and other government officials speaking French, Spanish and Dutch as well as English. Meteo France issues watches and warnings for the French Islands in the Caribbean and there have been cases when a hurricane watch or warning was posted for the Dutch side of Saint Martin but not for the island's French side. We can only hope that no one has ever moved his boat from the Dutch to the French side of the tiny island, thinking it will be safe there."

I have to get a copy of that book! 
it is definitely true about one side of our island having a hurricane watch and not the other side
in fact, I could probably write a book about the funny things that happen because this small island ( 37 sq. miles) is governed by 2 different countries.
for instance, there officially is no extradition treaty between the Dutch side and the French side ( because Holland and France have none)
so if you commit a crime on the French side and run to the Dutch side, you can't be extradited back .
