...Tropical Storm Mindy forms
near northeastern tip of Dominican Republic...
At 5 PM AST...2100z...the government of the Bahamas has issued a
Tropical Storm Warning for the southestern Bahamas and the Turks
and Caicos Islands. A Tropical Storm Warning means that tropical
storm conditions are expected within the warning area within the
next 24 hours.
At 5 PM AST...2100z...the center of Tropical Storm Mindy was located
near latitude 19.2 north...longitude 69.0 west or about 250
miles...400 km...southeast of Grand Turk island.
Mindy is moving toward the northwest near 12 mph ...19 km/hr...and
this motion is expected to move the the storm away from Puerto Rico
and the Dominican Republic and to near the Turks and Caicos Islands
in the next 24 hours.
Maximum sustained winds are near 40 mph... 65 km/hr...with higher
gusts. Some strengthening is possible during the next 24 hours.
Tropical storm force winds extend outward up to 115 miles
...185 km from the center.
The estimated minimum central pressure is 1004 mb...29.65 inches.
Periods of heavy rain is expected to continue over Puerto Rico and
the eastern Dominican Republic for the next several hours.
Repeating the 5 PM AST position...19.2 N... 69.0 W. Movement
toward...northwest near 12 mph. Maximum sustained
winds... 40 mph. Minimum central pressure...1004 mb.

I actually figured that upgrade was going to happen at work earlier today since when I clicked on the header (Header #3 or MIATCPAT3) that would be associated with the next TC in line, the file was not found on at the time, which IMO, meant they were in the process of updating and deleting the old files which were formerly under that header (Isabel).
