Depends on what you call "it."
Confusion is somewhat understandable because you've got a potential hybrid-tropical system in the Bay of Campeche, connected to a front across the Gulf of Mexico.
Florida is currently experiencing rain from the FRONT.
The low center of 90L is still in the Bay of Campeche and still appears to be slowly moving WEST or NORTHWEST.
However, the front extends SW to there, and whatever tropical system may form will be pretty hybridish (note, before anyone says it..NOT SUBTROPICAL. Subtropical storms, by DEFINITION, are NOT involved with fronts.)
This system is not "heading to Florida" as an actual tropical system.
Only (slim) chance of that would be over a week from now, if the front moves out and the BOC thing hangs around without going ashore, and becomes fully tropical...as depicted on the (not very good) Canadian model.
