Then who is right the TWO or the TWD? Because the TWO at 5:30 said upper winds are not favorable.

Upper level winds are somewhat favorable as the upper level ridge continues to move with the low. The strongest shear is in the central and northern Gulf.

They were (as always in the late afternoon to early evening) 2 hours and 35 minutes apart; thus this sort of non-uniformity, if you will can and does occur.

Yes indeed. It's not the first time the two advisories were at odds with this and various other systems. It happens.
