Recon noted the surface floor center is 5 miles E of the Flight level center indicating some easterly shear ... and a 58 kt wind MAX wind of the SE quad at 1816z. This would correlate to about 50 kts (if flight level is 10,000 ft). Based on sea surface alone, the observer noted 45 kts estimated on the surface floor.
