I wonder what people at CPHC are doing between a Ioke and a Neki? Analysis? Classic weather forecasts?

Well, remember that between Ioke and Neki there have been several TD, and TS (Kika, Lana, Maka) plus the systems that enter from EPAC (For example Flossie and Felicia). Though they are not as busy as JTWC, NHC or JMA. I guess that they not only work with tropical cyclones but with other types of hawaiian weather.

The Central Pacific basin actually averages about 4 storms a year (if I'm remembering their official number right). These storms can consist of storms that either form natively within their basin (140W to the date line) or move into their basin from either direction, though it is usually from the eastern Pacific. When a storm does need advisories, I believe this just requires the lead forecaster at the Honolulu WFO to do the advisories, and hence the WFO just makes an extra forecaster come in. So obviously, when there are no storms, the WFO just remains at normal staffing and one of the regular forecasters on duty can take the 10 minutes every 6 hours to issue the outlook products for CPHC. Feel free to correct me if I'm wrong, but this is what I've slowly gleaned from watching and listening to people over the years.
