there was dry air in the mid to upper levels encroaching from the south today, plus a possible SAL surge (juding by the acceleration in forward speed) that has prevented this from organizing today, despite the better low-level dynamics.

TCFA typically means that they expect tropical cyclone fromation with the next 24 hours ......

The US Navy issues TCFAs when there is a threat for a tropical cyclone to develop.

However, it should be pointed out that TCFAs are not for public use. They are for planning purposes for Dept of Defense assests.
