From what I can tell, The ULL and surface low are stack on top of each other right now over southern LA.

Now forming under, is rare, but they (ULL) can merge with/absorb hurricanes; Grace in 1991 and the hybridstorm (both TS Noel and Hurricane Michelle where incorporated into the storm center) in 2001, are two good examples of this. It usually vertically stacks the system (low pressure at all levels of the atmosphere), and basically makes it very powerful, in laymen terms.
