One little question.

If the NHC found a subtropical storm after Hurricane Stan formed, then wouldn't that mean the subtropical storm was actually Tammy, the original Tammy was actually Vince, the original Vince was actually Wilma, and so on and so on?

If operationally assesed as so, then yes, it would be, but they will only give the STS a number to, as Floyd alluded to, avoid confusion.
