Right now, special needs at the superdome. Starting at noon, general shelter of last resort. Transit system giving free rides to shelter.
Remember though that when the lights go out, it will become unpleasant in the dome, esp with the flooding in that area.

The national guard is being deployed as we speak... It actually started well before now. That was the nice thing about GW declaring the state of emergency when he did. Allowed all other states to deploy to the area to help out and the fed will foot the bill. (as it should be IMO)
The site of army Humvees and other vehicles heading in to the area have been on the news for quite a while all. I am sure people are being deployed to where they need to be.
