Evacuation Question ?

Why don't they evacuate NOLO in Zones. Example:

Northern Zone First
Middle Zone Second
Southern Zone Last

It doesn't have to be exactly like this but, why try to evac 400,000 all at once. Maybe they already do that but, I know here in south florida when they try to evac they all go at once. Just wondering it might not even work...

They do evacuate our state, parishes and cities by zones. They also do mandatory as well as voluntary evacs by zones.
