Will the NHC every initiate advisories on invest 97L

It currently looks very well organized. To me it looks like a definite tropical storm. New invest 90L has a lot of time to get its act together. I'm wondering if the NHC isn't initiating any advisories because of what Katrina might do and they don't want to scare anyone with other threats.

I agree it most likely is a tropical storm. I don't understand it for a second.

Looks like 97L is under some pretty heavy shear. Fortunately, model guidance says fish. Even if it does develop, looks like this will just be one to add to the stats.
