"Creator of Environment Canada's weather trivia calendar says snow won't arrive as early this year and it won' stay as cold."...

'Last winter was a long winter for many Canadians and the coldest in Eastern Canada in 10 years...The snow that came stayed longer because there was so little rain and it remained cold."

(David) Phillips says Environment Canada's initialforecast for the winter in PEI calls for normal temperatures and below normal precipiation.
....Canadians won't see an early start to winter...

I would guess that they are not counting on many Nor'Easters to affect PEI this winter.
