Yep you'll have to be below freezing to have an ice storm or ice event, other wise it would just be plain old rain thats why it's called freezing rain becuase when it falls the SURFACE temp is at or below freezing which allows the rain to freeze upon contact with surfaces at or below freezing (or basically anything outside unless you put a hot pot outside
)
